Disaster Behavioral Health First Aid Specialist Training plus Special Needs Populations (BFAST plus SN)

Note: This course content is different from the BFAST program.

Program Aim: To provide public health workers and other professionals with the opportunity to develop essential behaviors and skills to effectively deliver Psychological FIrst Aid to disaster survivors who have special needs.

Target Audience: Florida Department of Health Special Needs Shelter Team members and staff, Florida Department of Health personnel, State of Florida Disaster Behavioral Health Response Team Members, and other disaster responders.

Program Goals:
Gain knowledge of the Special-C3ARE protocol of the C3ARE Model of Behavioral Health First Aid with disaster survivors who have special needs.
Practice the Special-C3ARE Protocol of the C3ARE Model of Behavioral Health First Aid with disaster survivors who have special needs.

Pre-requisites:
Successful completion of FAST Foundation online program.
The FAST Foundation online program must be completed prior to registering for BFAST plus SN.

Program Length: 4 hour on site program.

Program Agenda: To be determined based on delivery location and date. Note: Afternoon programs will start at 1:00pm.

Continuing Education: This course is approved for continuing education credit for certified health education specialists, physicians, nurses, pharmacists, psychologists, licensed mental health counselors, social workers, and marriage and family therapists.

Registration Information: This course is limited to 30 participants. Advanced registration is required.

Registration Fee: There is no registration fee.

Relevant Bioterrorism and Emergency Readiness Competencies for Public Health Professionals
Core Competency 1. Describe the public heath role in emergency response in a range of emergencies that might arise.
Core Competency 3. Identify and locate the agency emergency response plan (or the pertinent portion of the plan).
Core Competency 4. Describe his/her functional role(s) in emergency response.
Core Competency 6. Describe communication role(s) in emergency response.
Core Competency 7. Identify limits to own knowledge/skill/authority and identify key system resources for referring matters that
exceed these limits.
Core Competency 8. Recognize unusual events that might indicate an emergency and describe appropriate action.
Core Competency 9. Apply creative problem solving and flexible thinking to unusual challenges within his/her functional
responsibilities.
   
Relevant Bioterrorism and Emergency Readiness Sub-Competencies for Public Health Clinical Staff
Recognize and treat the [behavioral health] impact of a disaster or terrorism event on special populations.
Identify survivors of special populations who are potentially exposed to [behavioral health] hazards.
Identify the signs and symptoms for [disaster related stress] exposure.
Perform effective behavioral health assessment, stabilization, education, and triage and/or referral of disaster survivors who are members of special (needs) populations.
Provide support for disaster survivors of special populations.
Assure safety and practice personal protection.
   
Relevant Proposed Consensus Core Competencies in Disaster Mental Health for Disaster Response Personnel

Core Competency 1. Disaster response personnel will possess knowledge of key terms and concepts related to disaster mental/psychosocial/behavioral health preparedness and response.
Core Competency 2. Disaster response personnel will possess skill in communicating effectively.
Core Competency 3. Disaster response personnel will possess skill in assessing the need for, and type of, intervention (if any).
Core Competency 4. Disaster response personnel will possess skill in the formulation and implementation of an action plan (based upon one’s knowledge, skill, authority, and functional role) to meet those needs identified through assessment.

Program Developers and Sponsors:
This program was developed by the Florida Center for Public Health Preparedness at the University of South Florida College of Public Health. It is based on needs identified through several sources, including Florida Department of Health strategic plans and recommendations by members of the Florida Association of County Health Officers (FACHO), other State and county public health officials, and participants in past FCPHP programs. The development and delivery of this program are supported by funding from a cooperative agreement by the Centers for Disease Control and Prevention and the Association of Schools of Public Health. This program has been planned and implemented in accordance with the Essential Areas and policies of the Accreditation Council for Continuing Medical Education (ACCME) through the joint sponsorship of the University of South Florida College of Medicine and the Florida Center for Public Health Preparedness.
